Talking about the weather

English speakers love to talk about the weather. Whether it is just an ice breaker or because the British like to complain about it, or because the weather is very changeable in Britain and so they always have something new to say, or because they have nothing more interesting to say is a mistery to me.
The thing is that if you complain about the rain, someone might say:
"Never mind – it's good for the garden."
Then if you complain about the weather being too hot you could hear:
"At least my tomatoes will be happy."
And if your small talk has been about bad weather in general, you might hear:
"Well, I've heard it's worse in the South. They are having terrible flooding."
